Can a police report be obtained by someone other than a lawyer? -

my friend, who is in jail awaiting a prelim. asked if i could get a copy of the police report b/c she wanted to know what was on it. she has been trying to contact her lawyer but has had no luck. she knows what she is being charged with but would like to know how the police came to that conclusion. although she does admit her part she does not agree with what she is being charged with.
