Why do courts in california require a lawyer in order to subpoena ones police report? -

It seems as though this would violate one of the fundamental rights granted by the constitution and its amendments. they say that one can obtain a police report on the court date or one would have to subpoena it through a lawyer. They also said to let them have at least 15 days to get the police report to the lawyer. Is one not entitled to properly prepare themselves for court?

Because state legislatures are full of lawyers, and with lawyers associations being big political donors, of course laws will be passed to benefit lawyers at the public s expense.

Because you are not a celebrity and therefore have no rights. In California, there are two classes of people: Celebrities (the ruling class) and Serfs (everyone else). The rulers of California don t want commoners clogging up the system. After all, Ellen Degenerate might want to press charges against an animal shelter. She doesn t want to rub elbows with people who can t afford lawyers.
