I would say the American Bar Association (ABA) or the Bar Association of the state in which the attorney practices or judge presides.
Not the bar association necessarily but the Complaints and Discipline section at the attys governing body (law society). These reviews are a matter of public record in many jurisdictions as the governing body seeks to protect the public from their licensees, who have rather a LOT of power and privilege. You can also search atty s name along with the terms, conduct unbecoming Legal Profession Act, or some similar statute title at the judgments database of your local courts web site to see how mouthpiece gets himself in trouble. Good fun! Wish the other professions had the guts and grit to do the same! Some of us would like physicians to include a number on the office door indicating how many they ve killed so far, architects/engineers how many construction failures they ve colluded in and so on.
