Assuming your statement that perjury was committed is consistent with the principles stated above, perjury is a criminal act, and must be proven beyond a reasonable doubt. You don t say where you are located, but different jurisdictions would have different rules about how to initiate a prosecution for perjury. A lawyer who commits perjury would also be subject to disciplinary measures from his professional governing body.
First he has to get caught, secondly he has to be dumb to commit either one, and third, he would get stripped of his license to practice.
He can be sanctioned by the court with either fines, jail time or both and his license can be suspended or revoked.
Well, look what happened to Bill Clinton. He lied under oath, got impeached and lost his law license.
