You file a complaint with the State Bar Association in the state the attorney practices law.
Also, file with your States Judicial Conduct Board.
I suggest you ask the Bar Association for their opinion on how to settle this. You have an uphill battle:(
Lawyers get paid by the hour. If you were unsatisfied with him you should ve fired him at the time. What you are trying to do is akin to him withdrawing and demanding you pay the full amount anyways. That said, you can always sue him and or complain the the bar association. You wont win, but you can do it.
It is hard to tell from the short description if you have a valid claim. You can call the state bar association and they will send you the forms required to register a complaint. If the lawyer did do something for you he is entitled to quot;quantum meruitquot; or payment for his services. Even if he did not finish the job.
Write to the American Bar Association.
