Who is this lawyer Craig, that stands behind the president and tells him what to say is in his executive order? -

At the announcement of the executive order to close Gitmo a lawyer leaned in and told the President 3 times what to say. President Obama then parroted what the lawyer said 3 times. I thought it was Obama s order but it looks like it is this lawyer Craigs order. Who is this guy and why do I remember his name? Something to do with Cuba?
